Management of Communal Irrigation System in Agusan del Sur: A Descriptive Survey

Abstract

The study was conducted to identify the issues in the management of communal irrigation system in the Municipality of Rosario, Agusan del Sur. In achieving this purpose, the researcher utilized the research survey method. For data collection, he used a descriptive survey questionnaire which was subjected to reliability test and content validity. Using purposive sampling, he involved 20 respondent members from every irrigation association (IA) in the municipality of Rosario. The results revealed that the common problems encountered by the management of irrigation systems were lack of technical data monitoring, lack of irritation facilities, water shortage during dry season, reluctance of farmers to pay irrigation service (ISF), inadequate distribution of water, dilapidated irrigation structures, and defective drainage canal system. Hence, establishing specific guidelines regarding water management of systems was recommended for the consideration of the Local Government Units (LGUs) in order to minimize conflicts among members, conduct more trainings and seminars for the enhancement and improvement of water distribution account system of the area.
